Steps to reproduce
How I can get the bug reliably on my system:
Observe that Windows Explorer will do 1 of 2 things:
If the window is moved out of the zone, the zone stays bugged for all applications.
Restarting PowerToys only temporarily fixes the problem. (in the ex. above, it will stay fixed until Windows Explorer is restarted) I have all startup items in task manager disabled, and disabled all logon items in Autoruns. This same glitch happens randomly throughout normal use of the computer, mostly in the same zone.

Nothing happens when only 1 app in zone
Cycles between 2 apps when only 2 apps in zone
❌ Actual Behavior
Cycles between activating/deactivating window (or deactivating only) when 1 app in zone
Cycles between 2 apps with one "invisible" window in between, or deactivates all windows
