Steps to reproduce

a. GUI 1) Run C:\Program Files\PowerToys\PowerToys.exe 2) Right click system tray icon 3) select Settings 4) Hamburger menu -> General -> Switch "Run at Startup" from "Off" to "On" 5) Right click system tray icon 6) select Exit 7) Run C:\Program Files\PowerToys\PowerToys.exe 8) Right click system tray icon 9) select Settings

b. Directly editing settings.json 1) Open C:\Users(username)\AppData\Local\Microsoft\PowerToys\settings.json 2) Change "startup" from false to true and save the file. 3) Run C:\Program Files\PowerToys\PowerToys.exe 4) Reopen C:\Users(username)\AppData\Local\Microsoft\PowerToys\settings.json

✔️ Expected Behavior

a) Hamburger menu -> General -> "Run at Startup" should be "On" b) C:\Users(username)\AppData\Local\Microsoft\PowerToys\settings.json should have startup=true

❌ Actual Behavior

a) Hamburger menu -> General -> "Run at Startup" has reverted to "Off" b) C:\Users(username)\AppData\Local\Microsoft\PowerToys\settings.json has startup=false
