Feature Request: Mouse utilities - Emulated/Forced Horizontal Scroll

Description of the new feature / enhancement

Hello there,

some applications support horizontal scrolling using Shift + "regular scrolling", however, some (e.g. MS Excel/Word) only recognize horizontal scrolling when the mouse offerse special horizontal scroll/tilt buttons.

For these softwares it would be neat to "force" horizontal scroll when pressing Shift (or any selectable key) while scrolling (using the regular mouse wheel). I imagne that it should be possible to "emulate" horizontal scroll.

This would be useful when using software that does not allow horizontal scroll without special mouse buttons.
