FancyZones: Send to Back/Front or Z-Depth setting

Description of the new feature / enhancement

As a user I would like to be able to select an application's z-depth relative to the zones. This could be accomplished through a right click menu option or shortcut key to increase/decrease z position or front/back.

Scenario when this would be used?

I regularly have apps snapped into zones and have Teams or Outlook free floating above/below the zones. If one of those apps is used it will come to front, but then I would like to send it to the back (behind) the zones without closing or minimizing. This could be useful in many scenarios, but this specific one is my highest use case.
