Description of the new feature / enhancement

Screen cutout tool where we can take more than one separated by tabs. Also with editing to put arrows, circles, text etc...

Scenario when this would be used?

I think it's a tool for all users

This sounds like an feature request for Snipping tool, correct? I take a screenshot and just have it be a tab, correct? /needinfo
