Add an option to sync PowerToys settings across devices

Description of the new feature / enhancement

To add an option to sync PowerToys settings across Windows devices, either a Microsoft or GitHub account may be required. This way, PowerToys settings can be synced across Windows devices.

Scenario when this would be used?

Add a Sync button in PowerToys->General. Also add Sign into MSA and Sign into GitHub for syncing PowerToys settings.

Supporting information

Only one account can be used to sync PowerToys settings across devices at a time. More than one account can't be used to sync PowerToys across devices at this time. (When we say "only one account," we can either use MSA or GitHub account for syncing PowerToys settings across devices. Also, "only one account" means one or the other.)
