PowerToys activation shortcuts are still reserved even after disabling #33727

Steps to reproduce

The default keyboard shortcut for Always On Top, for example (it doesn't matter which PowerToy it is, this happens for all activation shortcuts) is Win+Ctrl+t.

  1. Change to Win+Ctrl+a (once again, doesn't matter which specific shortcut is used)
  2. In another app (for example, Windows Terminal), try to set Win+Ctrl+t as a shortcut for something. It's not allowed, as Win+Ctrl+t is still reserved by Windows.
  3. Same thing occurs even when Always On Top is disabled.

✔️ Expected Behavior

The Win+Ctrl+t shortcut should be freed and made available for use once the shortcut is changed or disabled.

❌ Actual Behavior

The default activation shortcut for the PowerToy cannot be used by any other Windows or application process, even when PowerToys is disabled.
