PowerToys local transcription capability #33748

Description of the new feature / enhancement

A few points:

  1. Corporations do not upgrade to newer Windows versions as quickly as the real world. As a result, features and updates bundled/baked into the OS can be delayed by many months, if not years.
  2. A meeting transcript feature is still needed and PowerToys may be the best option for corporate users.
  3. Many cell phones have better offline transcription capabilities than those available to my current Windows 10 Enterprise 22H2.
  4. There are a variety of Windows applications which can record meetings and presentations to help capture and create subsequent meeting notes. PowerToys offers more flexibility to accommodate various input sources.
  5. Most companies block access to external transcription services to prevent IP theft or security violations.

Given these observations, can PowerToys provide a local transcription capability that is more advanced than Windows/Office/365 by analyzing an audio/video/device stream and saving a transcript of the source to a local text file?

Bonus points for recognizing and labeling speakers while adding timestamps.

Scenario when this would be used?

When there are meetings which Teams cannot provide transcription as the feature is usually disabled or not available despite the need to provide meeting summaries, key points, and action items. Capturing a PowerToys transcription in real-time allows more flexibility than currently available for corporate users.
