Steps to reproduce

Enable Keyboard Manager
Remap A Key
Set "Select" to "Ctrl", "Ctrl (Left)", or "Ctrl (Right)"
Set "To Send" to "Send Key/Shortcut" and select any key (I use "Win")

✔️ Expected Behavior

Key remaps without issue and operates as the new desired key.

❌ Actual Behavior

Key becomes stuck causing erroneous system behavior and interactions, including system applications. See also: #14815
