Steps to reproduce

I have some shortcuts remappings targeting excel only. These shortcut will (seemingly) randomly stop working. Sometime deactivating and reactivating KBM makes the remapping work again. Sometime it doesn't and the only fix is to restart computer. I also have some remapping targeting matlab. Some of them are affected by this issue and some of them aren't. I don't have any other remapping.

Regarding Excel shortcuts, the issue have been there for quite a long time (since I am using powertoys I think so about 2 years). Regarding Matlab shortcuts, those I have used for the longest time never failed. I added new ones quite recently (like 2-3 days ago) and they failed today

And just like that, shortcuts that stopped working are functional again after I lock and unlock my PC ...

A few minutes later my shortcuts stopped working again. I tested all except for Ctrl+W because it is annoying when remapping doesn't work. I lock and unlock my computer and it works. There might be something here.

BTW here are my shortcut remappings Those that never fail are Alt+Down -> Enter and Alt+Up -> Esc image

I tried the workaround proposed in #13258 but it doesn't work.
