Enabling keyboard manager overrides the system keyboard setting #34193

Steps to reproduce

In my system I use a Polish keyboard layout (PL - Programmers, it's a standard in Poland) In this layout I can create a language specific characters by using Alt key, for example: Alt + a = ą Alt + o = ó etc.

When I enable the keyboard manager in Power toys, these shortcuts no longer work. I am unable to create language specific characters.

Mouse without borders is turned off and this issue is still happening. I need to disable the keyboard manager to regain my shortcuts, but the I cannot remap the keys I need..

✔️ Expected Behavior

I am expecting for the keyboard layout to be honored - the language specific characters shortcuts should be preserved.

❌ Actual Behavior

Language-specific characters are not used. Instead some weird actions are triggerered (selecting some text, opening some menu elements etc)

did you try "remap a shortcut" and choose "send text" for Action?

That was the first thing I tried. It worked well only for slow typing. When I typed faster, the characters were incorrectly produced. I am not even talking about some crazy speeds, just regular fast typing.
