Steps to reproduce

Disable clear previous query on launch setting.
open PowerToys Run
Type words in input box until result listed becomes fewer.
Now close the PowerToys Run.
Reopen it.
Now the position of the PowerToys Run would have changed based on the number of results.

✔️ Expected Behavior

The position of PowerToys Run not changes based on number of results of previous query.

❌ Actual Behavior

Position of PowerToys Run changing based on number of results of previous query.
