Steps to reproduce

Set a 'Global sort order modifier' for Windows search leaving all others at their default zero to make Windows search be the primary use function of PowerToys Run.

✔️ Expected Behavior

Results from Windows search should be listed at the top of the list and closest match should be 'auto-selected'.

❌ Actual Behavior

Results from Windows search are correctly listed at the top of the list but web search is selected even though it has a lower priority and is lower in the list.
