Steps to reproduce

Single or double click system tray icon OR right click system tray icon and select Quick Access or Settings PowerToysReport_2024-09-19-16-47-59.zip

I have:

• Uninstalled PowerToys
• Tried different versions
• Tried different sources
• Tried local vs. machine-wide installs

I have been using PowerToys on this machine (work issued) since approximately v0.59. At some point this issue began and has persisted. At some point, I noticed Dotnet 8 was a dependency but was not being installed. I have manually installed Dotnet 8.

I am able to open certain modules by utilizing their hotkeys.

✔️ Expected Behavior

Quick Access to open or Settings menu to open

Nothing
