Always on Top doesn't work stand-alone anymore #35042

Steps to reproduce

Most of the time AoT is the only PT utility I use, so I just put a shortcut to it in my startup folder so I don't have to run the whole Powertoys app. After updating PT from 0.78 to 0.84.1 this stopped working.

  1. Put shortcut to c:\Program Files\PowerToys\PowerToys.AlwaysOnTop.exe in your Startup folder (%APPDATA%\Microsoft\Windows\Start Menu\Programs\Startup)
  2. Restart PC

✔️ Expected Behavior

Always on Top is started as a standalone EXE and can be used. Other PT utilities like Awake, Text Extractor and Color Picker still work this way.

❌ Actual Behavior

AoT does start and it shows up in Task manager. However it doesn't respond to its shortcut. If I open Powertoys and enable it (the way most people do it) everything works fine.
