Workspaces - Screen Positions for File Explorer don't remember if CLI arguments passed in. #35063

Steps to reproduce

Create a workspace with An application taking up half a monitor, two Windows File Explorer windows open each taking up a quarter of the remaing screen. Save Workspace. Launch - all good. Now edit the workspace and put a start folder in the CLI for the File Explorer Windows - doesn't work - they will not snap back to where they should be.

If relevant, the application I'm using for the half of the screen is Visual Studio.

✔️ Expected Behavior

Workspaces to remember window positions

❌ Actual Behavior

Workspace didn't remember window positions

Visual Studio 2017, Windows 11, File Explorer

@oinkster to confirm, the file explorer instances that are not snapping back to the correct position are already open when you relaunch the workspace?

Either from all applications closed, or with them open.
