Same issue for me with a different placement on my screen (attached screenshot below).
After disabling/re-enabling each enabled module, I've discovered that it's the Color Picker tool causing the mini overlay. When I disable it, the overlay goes away.
Same issue, it shows up sometimes after restarting/turning on my PC. Restarting PowerToys makes it go away for me.

Interesting, it seems that module color picked it is bugged, you don´t need to disable the module, just picking a color works for me

Steps to reproduce
When you start PowerToys a small but annoying window appears in the top left corner, no matter how many times you reopen the app. no matter what the application is, it overlays on top of any application PowerToysReport_2024-10-18-07-22-43.zip
