I remember installing menutools by navossoc, where I can toggle "always on top" by the context menu accessed when right clicking the menu bar. I hope it will do the same thing.

I don't believe this is the correct implementation, I believe something like #4366 is a better way.

@crutkas sure, I actually never thought we should implement it using a context menu, the underline concept of providing a UI for adding an app to the excluded list was the important point.
