FancyZones not working when allowed to span across monitors

• PowerToys version: v0.22.0
• PowerToy Utility: FancyZones
• Running PowerToys as Admin: Yes
• Windows build number: 20H2 (build SO 19042.541)

📝 Provide detailed reproduction steps (if any)

1. Install FancyZones on a multimonitor setup
2. Launch zones editor
3. Select a zone layout
4. Close the zone editor
5. Re open it

✔️ Expected result

To see that the new layout has been saved

❌ Actual result

You get the default (stacked) zones

Zones are registerd correcly when the "Allow zones to span across monitors" is disabled (it is uncecked by default, but on my computer the muiltimontor span seems to be active anyway). Problem's corrected by checking and unchecking the "Allow zones to span across monitors" checkbox.

@lucaberti do the following:

• quit PowerToys
• in command prompt run del %localappdata%\Microsoft\PowerToys\FancyZones
• restart PowerToys
• don't turn on "Allow zones to span across monitors"
