Move Plugins configuration to 'PowerToys Run/settings.json'

Link to parent issue #5273

• Move plugins settings to 'PowerToys Run/settings.json' so it is possible to edit it from the settings file
• Get rid of the intermediate PluginSettings file and update PluginManager.AllPlugins from the settings watcher directly. As a result, we will have real time plugin settings propagation and clear dependency between settings and plugins
• Get rid of Action keyword array in favour of two options: ActionKeword, IsGlobal

I'd suggest we document this changes as anything could be deemed a breaking change from Wox and the work needed to port something
