This branch introduces the path to upgrade from 1.0 to 1.1.
The 2 paths are upgrade or repoint.
Upgrade
Firstly you would run make make merge-databases, then make import-state, then inject-dependencies. These can all be run as a single command, make prep-upgrade if preferred. Not good for testing as you want to see each event. Once done do a make deploy from the 1.1 code base.
Repoint
This path allows a user to deploy 1.1 beside a 1.0 deployment and point the functions, webapp and enrichment app at the old rg, specifically the key vault, cosmos db, storage and the search index
