Fixing the dependencies for Lang chain-experimental upgrade from 0.0.52 to 0.0.61 #775

This pull request fix the dependencies for upgrade of Lang chain-experimental from 0.0.52 to 0.0.61

Updates to tabulardataassistant.py:

app/backend/approaches/tabulardataassistant.py: In the process_agent_scratch_pad method, the function create_pandas_dataframe_agent has been updated to allow dangerous code and handle parsing errors.
app/backend/approaches/tabulardataassistant.py: Similarly, in the process_agent_response method, the create_pandas_dataframe_agent function now allows dangerous code.

Updates to requirements.txt:

app/backend/requirements.txt: The version of langchain has been updated from 0.1.16 to 0.2.5, and openai has been updated from 1.17.0 to 1.24.0.
app/backend/requirements.txt: The version of langchain-experimental has been updated from 0.0.52 to 0.0.61.
app/backend/requirements.txt: The version of langchain-openai has been updated from 0.1.3 to 0.1.7, and langchain-community has been added with version 0.2.5.
