Delete over 100mb of stuff that we don't need (or use) #12

. Directory build/Tools is for building in msbuild (TFS), no longer relevant

. Directory test/ext are CPPUNIT libraries for our unit tests. It turns out the PAL has these too and, furthermore, SCXcore uses this from the PAL.

Note this won't recover actual space (particularly from .git directory). I'll rewrite the history to eliminate this space when moved to the Microsoft group.
