Updates for ULINUX build on Ubuntu. #26

Makefile - Add SHELL=/bin/bash.

This is required for debian/ubuntu and other distributions that default to /bin/sh.

For some reason, I didn't got notified of this change. I wonder if you can send to teams like that since you're not a member of the team. When you typed @Microsoft/ostc-devs did GitHub auto-complete for that? Perhaps it's better if you sent to individuals rather than teams that you don't have access to?

In any case, let's talk about your change a bit more. I'm not sure it belongs here in it's current form.

I'm also not 100% what other repos I should go looking at. On Monday, let's do this together. Other platforms (i.e. OMS) might be okay since that's a Linux-specific product.
