Requesting consideration for adding Paillier encryption to Microsoft SEAL. Paillier’s additive homomorphism is valuable for secure summation and multi-party computations in privacy-preserving analytics. Could SEAL support this natively or provide guidance on implementing similar functionality?

This is not on the roadmap. As you may know, the techniques for achieving fully homomorphic encryption are entirely different from singly homomorphic, such as Paillier (additive) or Elgamal (multiplicative).
