Adds note about require Azure functions.

I'm not sure if installing Azure functions in Visual Studio Code has the same effect

Its good to add this flag, I've always just installed the Azure Function extension, but I'm not sure what its doing or if I need it to be open? I open it when I run the app locally but not super sure what to do beyond there-- maybe @therealAJ can provide an extra sentence on this
