BUG 336284: HDIVSCode SAP submission fails #1

Repro Steps: Submit to SAP fails sometimes.

Updates: A PR for adding logs to root cause the problem has been finished. Currently we are testing on the latest version to see if we catch any additional useful information for troubleshooting

SAP has passed in both linux and windows now
