Updates are not download. Tried this in a win 10 machine, IE is installed and working. same result for win 10 and win 11 ISO.

Had the same problem, fixed it in Pull Request https://github.com/microsoft/SurfaceDeploymentAccelerator/pull/46 There is a new link: catalog.s.download.windowsupdate.com
