/Qspectre is MSVC only
IntelLLVM should be treated the same as Clang
Intel Classic Compiler:
- ICC does not default to /EHsc like MSVC
- Doesn't support /ZH:SHA_256
- Uses /arch
- Known linker issues with C++17, so use C++14 instead
Whitespace cleanup

Intel Classic Compiler is officially deprecated. I only support it here to improve conformance validation.
