Modernize and add Dev17 support #244

This PR modernizes PeekF1 and FixMixedTabs and adds Dev17 support using the shared project style.

So what happened @javierdlg , wasn't this supposed to be merged? People are complaining on the marketplace page about this extension having major problems on VS22, not installing, components missing from the pack, etc.

On the other hand, maybe these features could really be part of the VS core one day, in that case having no updates here would be understandable.

@dmovztoq, there were separate efforts to upgrade PPT to VS 2022, which results in PPT for VS 2022 available on VS marketplace. This repo is somewhat behind though, but it's not used to build shipping PPT version anyway.
