Updates to provide installation of agent as a release agent

This pull request adds additional arguments to the powershell and dsc modules to be passed as additional config.cmd command arguments. The additional arguments are needed in order to support installation of the agent as a pipeline release agent and included as part of a deployment group with supplied tags.
