Add back the VPNDialog to allow Android applications running in the subsystem to request to set up VPNs #155

Steps to reproduce

  1. Side loading an application using VPN, such as Clash for Android
  2. Enable VPN connection (Click "Click here to start")

✔️ Expected Behavior

Pop up application request to set up a VPN connection VPNDialog image

❌ Actual Behavior

Nothing happened, unable to establish connection

Thanks for your feedback, this currently isn't on our immediate roadmap but we're always looking to incorporate feedback to make the product better.
