Toggling Bluetooth in Windows Causes WSA's Network to Flicker #488

Steps to reproduce

Connect to a network via WIFI.
Toggle Bluetooth in Windows' system tray.
WSA's network adapter recreates its network, causing active network connections to drop.

✔️ Expected Behavior

Network connection remains connected when Bluetooth is toggled.

❌ Actual Behavior

Toggling Bluetooth at Windows causes WSA to reset its connected network object, causing network connections to drop.
