@thebrahman : It looks like you have WSL in a weird state.
Can you try manually installing the latest release ? This should resolve the issue.

Repro Steps
Docker has worked great for a long time, yesterday I installed the VSCODE docker extension and noticed that it didn't work. I then uninstalled the extension, ran docker desktop and it hung on 'starting docker engine'. I am not sure whether it was the VSCODE extension, a docker update, or something else that caused the issue.
At first no wsl commands would work at all, they would hang and do nothing. I tried WSL --install but got

I completely uninstalled WSL through 'add/rem progs', disabled WSL, then installed the latest 'msixbundle' and re-enabled.WSL commands work now, I tried installing the newest Ubuntu LTS from 'WSL --list --online', it got most of the way done and then my PC blue-screened. I uninstalled Ubuntu and tried installing and running docker. the logs are below.
I have spent in excess of 10 hours installing and reinstalling different versions, rebooting, turning security settings off and on etc. This is really annoying as i need docker to work, I am very close to just installing docker in a ubuntu VM and never using WSL again.
Expected Behavior
it works like it should.

It hangs while 'starting docker engine', logs provided below.
