Enabling systemd should automatically set / to shared #11715

Repro Steps

running podman - often shows WARN[0000] "/" is not a shared mount. Seems to be a very common problem out there. Error is that findmnt -o PROPAGATION /

gives private; this is wrong - enabling systemd in wsl should set this to shared. See more at https://serverfault.com/questions/868682/implications-of-mount-make-private

Expected Behavior

After enabling systemd, findmnt -o PROPAGATION / should answer shared

Actual Behavior

findmnt -o PROPAGATION / answers private after systemd is enabled

8922 seems to be the same!

Note: we have no administrative access to our powershells so we cant run the log command above.
