Repro Steps

Ensure the distro is stopped already (the corresponded distro state must be Stopped, type wsl -t <Distro name> if not)
Open WSL GUI apps by calling wslg command directly (or more easily method by clicking any WSL program found in start menu)

Expected Behavior

The window of WSL program should be shown and can be interacted.

Actual Behavior

It either refuses to open window of the program or the window froze. However, it work normally when WSL distro is started already.
