Emacs (X11) windows focus functions don't work #12172

Repro Steps

emacsclient -e  "(raise-frame)"
emacsclient -e  "(x-focus-frame nil)"
emacsclient -e  "(select-frame-set-input-focus (selected-frame))"
emacsclient -e  "(other-frame 0)"

Expected Behavior

The window gains focus and comes to the forefront of the window stack.

Actual Behavior

These functions return nil (success) but have no result, the window remains as is, in the background.
