Repro Steps

Follow kernel build instructions at https://github.com/microsoft/WSL2-Linux-Kernel and and one gets this message:

make menuconfig KCONFIG_CONFIG=Microsoft/config-wsl
  HOSTCC  scripts/basic/fixdep
*
* Unable to find the ncurses package.
* Install ncurses (ncurses-devel or libncurses-dev
* depending on your distribution).
*
* You may also need to install pkg-config to find the
* ncurses installed in a non-default location.
*
make[2]: *** [scripts/kconfig/Makefile:224: scripts/kconfig/mconf-libs] Error 1

One cannot run make menuconfig without having libncurses-dev installed.

Please add it to the list of packages that need to be installed in ubuntu containers to build a kernel.
