file system error 12175 after installing #8663

Repro Steps

wsl --install -d Debian

Expected Behavior

Install then automatically opens to instance of Debian

Actual Behavior

after installing error pop up says C:/Program Files/WindowsApps/The..../Debian.exe File system error(12175)
