Fix PDF Link Translation Issue #1186 #1210

This PR addresses issue #1186.

In the translated page: https://microsoft.github.io/Web-Dev-For-Beginners/#/1-getting-started-lessons/1-intro-to-programming-languages/README.zh-cn

The link for the PDF is still in English, which doesn't align with the translated content.

Changes Made

Proposed Solution

To resolve this issue, I have updated the PDF link to mark it as [in English]. If a translated PDF becomes available, it can be uploaded separately.
