Is it possible to add an Hacktoberfest tag ? #448

Hello world, hope you're doing well. I was wondering if you can add an Hacktoberfest tag to the project. It could motivate some people to translate. Hope it's not too late :-).

Done, very quietly :D - last year Hacktoberfest was a ZOO so this year I've just opened ML-For-Beginners for contributions. I just added the tag here so we'll see what happens. So far this year has been a lot calmer. Thanks for the suggestion and for your contributions!!
