Description

Taking this prior PR one step further, because after that PR there are still several sample build artifacts that are over 4-5 GB in size, which are currently prone to hitting the "Out of memory" error during artifact download later, causing aggregator pipeline run failures. This PR operates on:

Factored out cpp-winui-packaged from under AppLifecycle\Activation\cpp into new subfolder AppLifecycle\Activation\cpp1.
Factored out cs-wpf-package from under AppLifecycle\Activation\cs into new subfolder AppLifecycle\Activation\cs1.
Organized sample app folders under AppLifecycle\instancing under into new subfolders cpp and cs
Organized sample app folders under AppLifecycle\StateNotificationunder into new subfolders cpp and cs
Organized sample app folders under ResourceManagement into new subfolders cpp and cs
Organized sample app folders under SelfContainedDeployment into new subfolders cpp and cs
Factored out cs-winui-packaged-wap from under SelfContainedDeployment\cs into new subfolder SelfContainedDeployment\cs1.

Added a readme.md file under AppLifecycle\Activation to explain the folder hierarchy under there. Added a readme.md file under SelfContainedDeployment to explain the folder hierarchy under there.

NOTE: This PR requires a matching PR to update the sample app paths and featureAreas list on the internal Aggregator repo. I'll complete this PR first and then complete the Agg PP shortly after.

How tested:

The internal Aggregator pipeline can build all Sample apps successfully with the changes in this PR.

The sizes of the test artifacts produced by a private Aggregator pipeline run are below, now nothing is over 5GB:

Checklist

There is no change to the Sample apps themselves in this PR, just restructuring the folder hierarchy.

[ ] Samples build and run using the Visual Studio versions listed in the Windows development docs.
[ ] Samples build and run on all supported platforms (x64, x86, ARM64) and configurations (Debug, Release).
[ ] Samples set the minimum supported OS version to Windows 10 version 1809.
[ ] Samples build clean with no warnings or errors.
[ ] [For new samples]: Samples have completed the sample guidelines checklist and follow standardization/naming guidelines.
[ ] If I am onboarding a new feature, then I must have correctly setup a new CI pipeline for my feature with the correct triggers and path filters laid out in the "Onboarding Samples CI Pipeline for new feature" section in samples-guidelines.md.
[ ] I have commented on my PR /azp run SamplesCI-<FeatureName> to have the CI build run on my branch for each of my FeatureName my PR is modifying. This must be done on the latest commit on the PR before merging to ensure the build is up to date and accurate. Warning: the PR will not block automatically if this is not run due to '/azp run' limitation on triggering more than 10 pipelines.
