User/alexlam/merge main to1.6 20240513 #4410

Migrating recent changes in Main to 1.6-stable, manually dropped recent changes in: build\WindowsAppSDK-Versions.yml eng\Version.Details.xml

The temp branch should be named To1.6 rather than To1.5, sorry about the confusion.

A microsoft employee must use /azp run to validate using the pipelines below.

For status checks on the main branch, please use TransportPackage-Foundation-PR (https://microsoft.visualstudio.com/ProjectReunion/_build?definitionId=81063&_a=summary) and run the build against your PR branch with the default parameters.

Sorry about he confusion, the temp branch was incorrectly named, but I think it should just be a cosmetic issue.
