Onboard to DotNet's Maestro using WindowsAppSDKConfig PublishToMaestro Template #4639

Update to use the new Maestro instance facilitated by https://microsoft.visualstudio.com/ProjectReunion/_git/WindowsAppSDKConfig?path=/AzurePipelinesTemplates/WindowsAppSDK-PublishToMaestro-Steps.yml

This new template will publish to DotNet's instance of Maestro See https://microsoft.visualstudio.com/ProjectReunion/_git/WindowsAppSDKAggregator?path=/docs/Maestro.md for more information
