First submission for adding radial gradient sample to the sample gallery. Currently have issues with the XAML UI Elements to line up correctly and to have the Reveal on the button be disabled

The .PNG for Radial Gradients will be changed when I can screenshot the final result - currently having VS issues that should be resolved soon.
Also the final build number for the 19H1 is not known so that will also be updated and folders changed when the final SDK number is known.
