Allow disabling notifications #7406

Is your feature request related to a problem? Please describe.

This is a resubmission of #5917 It's utterly annoying having a windows notification about the thing I am just about doing and has my full attention since I just clicked that thing.

Describe the desired outcome

Please give users an option to disable it or stop it in general.
