Description

Updates SQLitePCLRaw.bundle_green to version 2.1.6. Fixed WPF .NET 8 build warning.

Misc

I have not run tests locally because it would require installing a lot of SDKs and target packages I don't normally use. I used a previous PR where SQLite was updated to v2.1.5 as a guide to make sure everything got updated correctly.
