Enable use of AutoGen Studio to develop on top of the .NET runtime

Python parity, and AutoGen studio support for distributed runtime-targetted agents

This is a good idea in general. For this to work, it seems we will need a few things.

Shared declarative specification of agents/teams/workflows (related to #3662 )
A .Net backend that provides comparable web apis with python
- Mechanisms to make a list of supported agents available to the UI
- All other api endpoints (CRUD for models, agents, teams etc and running workflows)

The second task is a heavy lift.
