Issue description
Today I'm getting errors when trying to deploy container apps by using pulumi:
error: Code="ManagedEnvironmentNotProvisioned" Message="The environment '/subscriptions/4da23c19-f6bd-4423-b5cb-5896e9b242d0/resourceGroups/RSG-WEU-DWTEST-Drilling-Apps/providers/Microsoft.App/managedEnvironments/CAE-WEU-DWTEST-Drilling' has not been provisioned successfully."
On Friday there were no errors. The current status of the Container Apps environment is "failed". I have 2 other container apps environments working fine with the same configuration.
