Container Apps Jobs Operator built-in role is not able to start Container App Jobs

Issue description

A clear and concise description of the observed issue.

Steps to reproduce

1. Give the container job app "Container Apps Jobs Operator" role on container apps jobs level
2. Try to start the Container Apps Jobs. You will fail since the play button is grayed out.

Expected behavior [What you expected to happen.] To be able to start the Actual behavior [What actually happened.]

Additional context

Ex. Did this issue occur in the CLI or the Portal? The "Container Apps Jobs Contributor" is working as expected.
